Governing Body & Leadership

The Governing Body of the International Research Council (IRC) serves as the primary executive and decision-making organ responsible for setting the strategic vision, scientific policies, ethical frameworks, and global research priorities of the Council.

Composed of distinguished leaders, scientific visionaries, policy experts, and institutional heads across diverse disciplines worldwide, the Governing Body ensures that global research addresses pressing humanity-wide challenges with integrity, equity, and excellence.

Strategic Governance & Role

The Governing Body operates under the mandate defined by the IRC Charter. Key responsibilities include:

• Strategic Direction: Defining global scientific agendas, multi-year strategic frameworks, and research priorities.

• Fiduciary Oversight: Managing annual budgets, grant distribution frameworks, institutional partnerships, and trust funds.

• Ethical Standards & Integrity: Establishing global guidelines for research ethics, data transparency, open access, and AI research safety.

• International Collaboration: Fostering bilateral and multilateral agreements between research funding agencies, governments, and academic institutions worldwide.

• Membership Governance: Overseeing the election of national members, scientific unions, and institutional fellows.

Executive Board

The Executive Board manages the ongoing operational leadership, international relations, and strategy execution on behalf of the Governing Body.

President

Provides overall strategic leadership, presides over the Governing Board, and serves as the principal global representative of the Council.

Vice-President for Scientific Strategy

Leads scientific committees, interdisciplinary task forces, and global science agenda setting.

Vice-President for International Relations & Policy

Directs international diplomatic outreach, global equity initiatives, and South-South research partnerships.

Treasurer & Finance Chair

Oversees financial governance, auditing, endowment management, and grant allocations.

Secretary-General

Manages institutional governance, legal compliance, board elections, and council administration.

Standing Committees

To carry out its mandate effectively, the Governing Body delegates specific oversight to four key Standing Committees:

1. Committee on Scientific Planning & Review (CSPR)

   Evaluates high-impact interdisciplinary proposals, global scientific initiatives, and emergency research programs.

2. Committee for Freedom & Responsibility in Science (CFRS)

   Protects academic freedom, defends researchers’ rights globally, and mandates ethical protocols.

3. Finance, Audit & Risk Committee (FARC)

   Ensures transparent audit practices, risk management, and long-term financial stability.

4. Committee on Global Outreach & Equity (CGOE)

   Promotes inclusivity, supporting early-career researchers and underrepresented scientific communities across developing nations.
