Proposal Evaluation & Scoring Rubric
The International Research Council (IRC) enforces a rigorous, transparent, and multi-disciplinary peer-review evaluation system. All submitted proposals—including research grants, institutional fellowships, global symposium proposals, and collaborative awards—are evaluated against standard criteria to ensure scientific excellence, ethical integrity, and maximum global impact.
Overview of Evaluation Criteria
Proposals are assessed across four key performance dimensions, weighted equally at 25 points each (Total Scale: 0–100 Points):
+-------------------------------------------------------------------------------+
| TOTAL EVALUATION SCORE: 100 PTS |

Detailed Evaluation Dimensions
1. Scientific Merit & Innovation (25 Points)
-
Novelty & Breakthrough Potential: Extent to which the project advances fundamental knowledge or introduces groundbreaking methodologies.
-
Interdisciplinary Synthesis: Integration of medical, engineering, business, and physical science paradigms.
-
Problem Definition: Clarity and importance of the core research question or humanity-level challenge being addressed.
2. Methodology, Design & Feasibility (25 Points)
-
Rigor of Design: Soundness of research design, technical frameworks, data collection, and statistical models.
-
Risk Management: Identification of potential scientific/operational risks and mitigation strategies.
-
Resource Optimization: Realistic timelines, milestones, and efficient budget allocation.
3. Leadership, Team & Capacity (25 Points)
-
Investigator Excellence: Demonstrated track record and expertise of primary investigators and key personnel.
-
Collaborative Strength: Synergies across participating institutions, departments, and international scientific unions.
-
Mentorship & Capacity Building: Opportunities provided for early-career researchers, postdoctoral fellows, and underrepresented scholars.
4. Global Impact, Ethics & Equity (25 Points)
-
Societal & Economic Impact: Measurable potential for policy influence, commercial adoption, clinical breakthroughs, or technological advances.
-
Open Science & Data Accessibility: Alignment with open-access publishing, transparent datasets, and FAIR (Findable, Accessible, Interoperable, Reusable) data principles.
-
Ethical Compliance & Inclusivity: Adherence to the IRC Global Code of Conduct for Research Integrity, environmental sustainability, and regional equity.
Performance Scoring Scale
Peer reviewers evaluate each criterion using the standardized 5-point performance scale below:
| Band | Rating | Point Score Per Criterion | Overall Composite Score | Award Recommendation |
| A | Exceptional | 23 – 25 Pts | 90 – 100 Pts | Unconditional Funding / Top Priority |
| B | Outstanding | 19 – 22 Pts | 75 – 89 Pts | Highly Recommended (Subject to Budget) |
| C | Good | 15 – 18 Pts | 60 – 74 Pts | Competitive (Revisions / Resubmission Encouraged) |
| D | Fair | 10 – 14 Pts | 40 – 59 Pts | Not Recommended in Current Form |
| E | Unsatisfactory | 0 – 9 Pts | 0 – 39 Pts | Rejected |

Reviewer Conflict of Interest & Ethics
To guarantee impartial review:
-
Confidentiality: All proposal details, data, and panel deliberations remain strict intellectual property.
-
Conflict Disclosure: Reviewers must recuse themselves if they share institutional affiliations, co-authorships within 3 years, or financial ties with applicants.
-
Bias Mitigation: Evaluation scores are systematically normalized across panel cohorts to eliminate grading bias.
